Utilities Assistance Program

through Energy Outreach Colorado is available by appointment via email or USPS only!

If you meet the requirements listed below, please call or e-mail with your account information

  • you must be 55 or older

  • you must live in Denver County or 80033, 80212, 80214, 80215 of Jefferson County or 80212, 80221 of Adams County

  • you must be approved for LEAP (if eligible)

  • you must have a past due Xcel balance of $100 or more

  • you must be making regular payments

How it can help a client:

Utility assistance can help clients catch up on utility bills during times of unemployment or illness

OR

if utility costs are more than a client can afford it gives them time to find solutions such as weatherizing, home sharing or finding an affordable living arrangement.


A utility account can be eligible for assistance with EOC funds once per year. The EOC year runs from Oct-Sep.
EOC does not have age limits and assists all of Colorado. If you don’t meet our guidelines, click here to search by zip code for a list of all the EOC agencies serving yours.
The Senior Assistance Center provides emergency utility assistance to those seniors who are having problems with their utility bills.
